Illinois Governor Bruce Rauner says it’s up to Democrats in Springfield if schools across the state are going to open in August and stay open all year.

The governor says he offered a plan to pay for schools, but Democrats tacked it on to an out of balance state budget.

The governor says Democrats in Springfield want to hold on to school money for downstate, until Chicago gets theirs.

Most schools in the state say they can open, but few say they can make it a full year without a state budget.
