JACKSON CO- A man is charged with murder after his cellmate was found dead in the Jackson County Jail.
Richard Powell, 43, is charged with first degree murder in relation to the death of 31 year-old Collin Kotlarz of Waverly, Tennessee. Kotlarz was held at the county jail on an aggravated DUI offense in Union County on March 7, 2016.
Kotlarz was found dead in the cell while a sheriff’s deputy was doing routine checks.
Powell, who was being held for misdemeanor domestic battery, was immediately removed from the cell and isolated at another location in the jail.
It’s stated that the two had an altercation in the cell.
Powell’s bond is set at $1 million. State police are continuing the investigation in conjunction with the Illinois Appellate Prosecutor’s Office.
