A bill is making its way through the General Assembly with the intention of funding the payments of lottery winnings to those who have won money since the budget impasse started in July.

The bill is sponsored by State Rep. Martin Moylan of Des Plaines, and would appropriate $1 billion for winner payments.

If passed, the bill would take effect immediately.
