The Illinois Senate is approving about $4 billion in funding for human service programs and other areas.

The bill appropriates money for child and senior care, cancer screenings, motor fuel taxes, and to pay out lottery winnings.

State Sen. Matt Murphy (R-Palatine) is baffled by the spending.

“The only thing that can explain this action in my mind right now, is, there’s pressure building in your districts and people want to see that you’re actually doing something. That’s the only thing that makes any sense here at all because this is Groundhog Day. This has already been tried, and the money isn’t there, and we’ve had this conversation over and over again.”

The measure now moves to the House for a vote. Gov. Bruce Rauner’s office says they will not support an unbalanced, partial budget.
