CHICAGO (AP) — Gov. Bruce Rauner says Illinois must curb government-union powers and reduce spending on state workers’ salaries and benefits.

Rauner sent legislators documents Monday to review in advance of his Wednesday State of the State speech.

One document outlines rules governing federal employees. They state that federal workers may collectively bargain over hours and assignments, but not over wages, benefits and pensions.

Rauner says it’s an example of “common-sense bipartisan reforms” he’d like to see in Illinois. The Winnetka Republican says changes are needed to properly fund government and achieve economic growth.

Rauner says he doesn’t plan to propose a salary cut for state workers. But he says they’re paid more than their private sector peers and lawmakers must address “future imbalances.”

Unions, Democrats and some Republicans will oppose the measures.
